A Palestinian Khoumaini?

It seems it's the season for suspicious statements in Palestine these days. Someone called Mohammad Ghawanmeh declared the establishment of "The Palestinian High Islamic Shi'at Council." The announcement said that Iran is the center of the project for a glabal Islam. Muslim groups are angry because there are no Shi'aa in Palestine (or tiny numbers in the north). They are suspicious of the mental balance of the founder and of his affiliations.
